London - Robert Senior, CEO of Saatchi & Saatchi EMEA and Chairman of the Worldwide Creative Board has announced the appointment of Justin Billingsley as Chief Operating Officer (COO) for the region.
Billingsley will join Senior in London on 1 September, from his current role as Regional CEO and Chairman for Saatchi & Saatchi Greater China. During his four years in China, Billingsley has transformed the agency into a growth engine, won a range of creative and effectiveness awards and most recently was awarded Creative Agency of the Year for 2012 by R3 and China Advertising Magazine at the China Advertising Festival in March.
Prior to joining Saatchi & Saatchi Billingsley worked client side with Unilever, Coca-Cola, Nokia and Orange in a range of local and global marketing leadership roles. He worked together with Senior when he was at Orange and Senior was leading Fallon.
Reporting to Senior, Billingsley will be responsible for managing agency operations across the region while Senior will focus on partnering with key regional clients (with particular focus on HSBC) and on delivering new global and regional accounts. Both will represent EMEA on the Saatchi & Saatchi Worldwide Executive Board.
Senior said: "Justin and I have worked together on the Worldwide Board since he joined and recently he and I partnered closely on the HSBC pitch - a partnership that was critical to the win and got me excited about what we will achieve together with and for EMEA."

Current President and COO for Greater China, Michael Lee will be promoted to CEO of Saatchi & Saatchi Greater China, upon Billingsley's departure.
